Provision of capacity building in the field of tourism to companies and other non-public actors in three indigenous areas of Panama

The project “Support to indigenous tourism initiatives in Panama” aims at identifying and financing tourism actions at feasibility or prefeasibility level which will be implemented afterwards by organizations, companies and communities of the three most important indigenous communities in Panama. The project is in line with the IADB objectives in Panama for sustainable development and growth. The IADB has indicated, as primary objective, the inclusion of the rural sector, indigenous population and women through their participation in the economic and productive process and through the promotion of new economic activities. The following activities are implemented: - Assessment and identification of needs in terms of capacities, abilities and skills among the main stakeholders in the three selected areas - Integration in the capacity building programme of the needs identified in terms of skills and abilities, defining along with the authorities involved in the three areas the potential beneficiaries, companies, organisations... to participate in the capacity training process. - Elaboration and execution of a capacity building programme in the field of tourism and other related issues identified as drivers for contributing to better capacities, skills and abilities of the beneficiaries, enabling them to provide tourism services in their respective areas. - Implementation of the programme through a wide range of activities - Monitoring and reporting of the project activities to the client

Development and organisation of training activities focused on equal opportunities, prevention of gender violence and pacific conflict resolution (five lots) during 2010-2011.

Organisation of workshops and training activities addressed at students from primary and secondary education in order to train them for pacific conflict resolution. The activities carried out promoted respect, tolerance, conciliation and mediation in order to resolve conflict situations that are based on gender violence. Workshops addressed at parents and tutors transmitted equal and non- discriminatory values that reinforced the activities carried out with their children by contributing to the achievement of the following objectives: • Identify potential risk situations of gender violence between boys and girls • Address necessary guidelines for conflict prevention • Awareness raising among fathers, mothers and tutors about gender policies carried out by the Department for Employment and Women. • Strengthen equality concepts in order to prevent gender violence in education centres. Type of services provided: • Lot 3: South of Madrid, 300 workshops addressed at students from primary and secondary education, 110 workshops for children, 30 conference talks to parents associations, Lot 4: East of Madrid: 115 workshops addressed at students from primary and secondary education, 60 workshops for children, 12 conference talks to parents associations. • Organisation of training activities • Elaboration of material and methodology • Implementation of training plan • Quality control of the project’s development

Monitoring, control and evaluation of the programme ‘AMPLIA’, co-financed by European Social Fund, Objective Competitiveness and Employment, Axis 2, priority theme 69

Monitoring of the proper operation of extended opening hours of public child care, primary and secondary educational centres which provide educational services and extracurricular activities to children aged from 0 to 12 years. Monitoring, control and evaluation services have been carried out in the framework of the programme ‘AMPLIA’, pursuing the objective of verifying the implementation of the agreements between the Region of Madrid and the participating municipalities. IDEL, S.L. performed the role of interlocutor between the Department for Employment and Women and the participating municipalities. The activity was implemented following the hereinafter named phases: 1. Organisation of in site visits to the training facilities and places in which activities during the extended opening hours have been carried out 2. Supervision and evaluation of the activities 3. Definition of measures to improve the students’ employability and monitoring of the latter Services provided: • Design and elaboration of questionnaires • Organisation and execution of visits to education centres • Control of launching of the AMPLIA programme by municipalities • Monitoring and evaluation of programme activities • Identification of appropriate measures that improve students’ employability • Compilation of demand and employment offers • Labour intermediation and personalized monitoring of the participant’s progress

Services for the organisation of the training activities of the project “Local Pact for Youth and Socially Responsible Employment” co-financed by the European Social Fund in the municipality of Rivas-Vaciamadrid

The Local Pact for Youth and Socially Responsible Employment was supported by the Spanish Ministry of Territorial Policies and co-financed by the European Social Fund, Multiregional Operational Programme 2007-2013 “Adaptability and Employment”. The project aimed to promote training focused on employment and social inclusion in the municipality of Rivas-Vaciamadrid located in the eastern suburbs of Madrid: • Promote social and labour inclusion of unemployed persons with specific difficulties thanks to: o Specific and practical training focused on employment, o Internships. • Support young and unemployed people in their first job search, and promote entrepreneurship among them. • Develop inclusive labour environments through management of diversity and equal opportunity. • Create a Network of services to attend special needs of reconciliation of work and personal life. In this context, IDEL carried out specialised training activities according to the needs of the unemployed population and of the local private sector. Services provided: Specialised training: 1. Consulting Services for the Implementation of the Project TIC-TAC, TIC-TAC “Time for educating through New Technologies”

The objective of the TIC-TAC Project “Time for educating through New Technologies” is to foster the responsible use of new technologies as a learning tool, improving contents and teaching formats in primary and secondary schools. Through this project, several innovative learning tools have been developed and integrated under the frame of a pilot initiative. A broad range of stakeholders have participated. Consultancy services were about designing and implementing this project, which had two main components: 1. Previous assessment of ICT needs for the learning process 2. Design of strategic action under the project to cover the identified needs 3. Elaboration of learning contents according to the project priorities Services provided: • Elaboration of interactive methodological guidelines to teach through new ICT’s • Definition of methodologies and activities to use the advantages of TIC’s during the learning process • Development of multimedia contents and graphic design for the guidelines. • Web development of the site TIC-TAC, including: functional assessment, definition of modules and sections, production of digital contents, information downloading tools, management of website statistics, etc. • Guidance about the use of the website and the guidelines • Visits to the educational centres • Dissemination activities for the project: seminars and workshops • Evaluation of results and impacts.

Supply of connectivity and transfer of knowledge for teachers in the Chachapoyas region

The objective of this Project is to develop a Contract of Services for the supply of connectivity to the Jose del Carmen Marin of Chachapoyas School (Amazonian region) through a transfer of knowledge to the teachers of this educational institution as well as the support of several educational tools with the aim of implement a set of educational platforms and other training activities that will help to strength the learning capability and teachers capacity to enhance a bigger learning performance of the students. Then, the project aims that, during the whole life of it, the Jose del Carmen Marin of Chachapoyas School has the opportunity to obtain an infrastructure able to satisfy the objectives as well as a staff of teachers trained accordingly through the described list of services. As a final result, it is expected that the quality of teaching increases its level and, consequently, the students can access to a better system of learning looking forward for a better learning performance on a long term basis To carry out the implementation of this Project, IDEL Peru will implement the following services: •To offer connectivity and infrastructure to the School for a whole year. •Supply of connectivity to all the classrooms in order to provide technological tools to teachers. •Offer of educational content able to improve the quality of students learning as well as the educational teaching for the preparation of the university studies. •Supply of management software on computers in order to guarantee an appropriate use. •Design and implementation of a training plan for teachers to let them familiar with the educational tools. •Educational tools inclusion under the framework of the Annual Education Plan of the School. •Service supply of a technical expert on networks and communication for the training of staff and installation of devices. •Service supply of a technical expert of software solutions with the task of training and transfer of knowledge to the staff about the use of the educational platform. •Service supply of a teacher and/or a pedagogue with the tasks of offering staff training about the use of new technologies

Consultancy Services for Design of the service of social and labour market integration of unemployed disabled people

The Ministry for Employment in Peru required specialized services in order to design an action focused on the inclusion of disabled people in the labour market, putting emphasis on unemployed persons no longer motivated to undertake an active job search due to the barriers existing in the market. Firstly, It was needed an assessment of the target population and its current situation both in Peru and at international scale. This had to be performed through documentary and statistical review. Data and knowledge collected during the first phase were intended to provide enough information to set the parameters of the diagnostic study that it had to be executed for each of the geographical areas considered (Lima, Callao, Tumbes, Ica y Ayacucho). The study included the methodology aimed at identifying relevant population and deciding the best information collection tools. The methodology, once it was agreed with the contracting authority, was followed to implement surveys and focus groups techniques, which was primarily applied to unemployed disabled people in each of the geographical areas mentioned above. Based on the results achieved through the preliminary assessment and these activities, a complete service of social and labour market integration of unemployed disabled people was put in place, including evaluation and monitoring tools. •Elaboration of the Conceptual Framework about unemployment of working-age disabled people -Literature review and collection of information about the challenge of participation of disabled people in the labour market. -Review of international experiences, putting emphasis on those experiences that are relevant to the Peruvian labour market and related to the unemployment of disabled people. •Design and implementation of a Diagnostic Study on Unemployment -Design of a methodological proposal for the identification of working-age disabled people currently unemployed, and classified by disability -Development of activities, according to the methodological proposal, for the identification of working-age disabled people currently unemployed due to lack of motivation, and classified by disability. -Elaboration of tools for collection of information related to the social and economic conditions of unemployed disabled people previously identified as well as their families -Interviews with unemployed disabled people previously identified and/or their families -Implementation of Focus Groups including several strands of the target population already identified (unemployed disabled people lacking motivation and (or their families) classified by disability. -Elaboration of a diagnostic document on economic and social conditions of unemployed disabled people in Lima Metropolitana, Callao, Tumbes, Ica y Ayacucho. •Design of the service of social and labour market integration of unemployed disabled people -Development of a service of social and labour market integration of unemployed disabled people lacking motivations, classified by disability and based on the conceptual framework and previous assessment performed. -Elaboration of technical documents and tools in order to concrete the benefits of the service of social and labour market integration of unemployed disabled people, which includes operational definition, required organisation to deliver the service, goals programming, process flow and a list of inputs. -Development of an instrument allowing to measure abilities and skills of service users, by type of disability. -Presentation of the service to the experts of the General Directorate for Employment Promotion -Capacity Building workshop intended to train the experts of the General Directorate for Employment Promotion when applying the main tools of the service.

Technical Assistance. Impact Evaluation of the “Education Spaces and Quality of Learning” Programme

The Programme “Education spaces and Quality of Learning” has been designed to tackle the lack of quality affecting the education sector in Panama, especially in some remote areas which are less favored in terms of educational infrastructure and resources. The impact evaluation of the programme had to be performed in order to measure the results and eventually take corrective actions. The implementation of the field work was needed. It is about a quasi-experimental field study which must allow evaluating the impact of materials and inputs as well as the capacities and skills of teachers in component 2 of the programme (Improvement of learning in language and Mathematics in primary education in levels 1, 2and 3). Collection of information is developed previously to the implementation of the field work in order to have a baseline allowing further comparison in two years time after the beginning of the implementation.
